Yep.  And I would go as far as suggesting that the branch information be 
the first line of the lot:

# Not currently on any branch.
#
# Please enter the commit message for your changes. Lines starting
# with '#' will be ignored, and an empty message aborts the commit.
#

#   (use "git add <file>..." to include in what will be committed)
# [...]
