That phrase is a misuse of a grammatical pattern specific to words
like "принадлежащие", "свойственные", etc; that's why it's odd. I'm
not sure why exactly I wrote it that way...

This one is correct, but does not mention the local/global
distinction. I guess that it is impossible to make a perfect
translation of this length :)
