[PATCH i-g-t 1/3] lib/igt_facts: Remove NULL and bool comparisions

Remove comparisons to NULL, true, and false using ! when appropriate.
For example, from if (old_value == NULL && new_value != NULL)
               to if (!old_value && new_value)
