[PATCH i-g-t] intel-ci: Unblock svm tests from Core blocklists

Remove xe_exec_system_allocator test entries from BMG, LNL, NVL,
and PTL core blocklists. The system allocator/SVM feature is now
supported on these platforms and hugepage CI settings are no longer
a blocker.
