My reading of the spec suggests that something like this could work:
PIPE_CONTROL w/ PIPE_CONTROL_QW_WRITE
PIPE_CONTROL w/ PIPE_CONTROL_NOTIFY | PIPE_CONTROL_FLUSH_ENABLE
