Added function quirk_renderclear_reduced to set QUIRK_RENDERCLEAR_REDUCED
for designated platforms.  Applying QUIRK_RENDERCLEAR_REDUCED for
the HP Pavilion Mini 300-020 prevents a GPU hang.
