If getting these rates via tracepoints like today is not good enough we
could add that at a later point.

And in fact there are already feature requests from customers to provide
engine busyness per context, with per pid probably being good enough.
This as well I said we are going to leave for the 2nd stage.
I am hoping you are not proposing to cram everything from the above into v1?
