Fixup GuC submission pause / unpause functions to properly replay any
possible state lost during VF post migration recovery.

 - Add comment around WQ NOPs (Tomasz)

 - Only fixup / replay parallel queues once (Testing)
 - Skip unpause step on queues created after resfix done (Testing)
