Drive by comment - this patch needs to be split into a series of smaller 
patches for review. A single large patch is highly unlikely to get
reviewed or pulled by a maintainer of Xe or DRM.

Off the top of my head, a sample split could be:

- Define xe_sysctrl_regs.h
- Add has_sysctrl to xe_device / xe_pci 
- Implement xe_sysctrl_mailbox
- Implement xe_sysctrl
- Call xe_sysctrl_init during device probe.
