[PATCH 3/5] nfsd: use EXTRA_VAR_INPUTS for export options

The most_extra_vars target in Makefile.extra_vars replaces '=' with ':',
which breaks any export options that use '='.  So use EXTRA_VAR_INPUTS
and quote the export options string instead.
