[PATCH 03/23] blktests: remove CONFIG_KERNEL_CI support

Remove CONFIG_KERNEL_CI support from blktests workflow:
- Remove BLKTEST_KERNEL_CI_LOOP variables
- Remove blktests-baseline-loop target
- Remove blktests-baseline-kernelci target
- Update help menu to remove references
- Remove kernel-ci script symlinks
