There used to be, back when there actually existed large sections
of Internet that didn't have ftp/http access. Is this really still
an actual thing?
If you can't just hit http://www.ietf.org/rfc/rfc793.txt with
firefox or wget or something, and do a 'save as', it's probably more
important to get your Internet access fixed than to find a way to
get RFCs by e-mail.
