Your best option for that is the Linux Weekly News web site
(http://lwn.net/) which discusses important new features under
discussion to be added to the kernel. Other than that, you should
subscribe to the Linux Kernel Mailing List, if you want to keep tabs on
all patches. It is very high volume though.

I think that linux-next tree is also helpful. Since linux-next tree
merges the patches that will be merged into next window of main tree.
