Add a copy of Linux's IS_ENABLED macro to be used in GET_ENV_OR_CONFIG.
Add GET_ENV_OR_CONFIG for CONFIG values which can be overridden by
the environment.

Add --[enable|disable]-sbi-exit-code to configure script.
With the default value as disabled.
Add a check for SBI_EXIT_CODE in the environment, so that passing
of the test status is configurable from both the
environment and the configure script

I'm tempted to say this belongs in lib/linux/kconfig.h, but since we don't
have any other kconfig stuff, then I guess argv.h is fine.
