[PATCH 3/5] user: ppc: implement PowerPC 44x libcflat

- Create a 44x-specific makefile.
- Reorganize PowerPC makefiles to separate "simple" tests from those which
  link with libcflat.
- Create a minimal libcflat testcase (which just exits).
