This is Amos's patchset rebased, with some cleanups and additions:
- New method to generate MAC address prefixes
- Fix some tests to use new management
- Remove the dependency on address_pools.cfg
- Coding style fixes
We still have to do some work before the patches can be applied,
the good news is, we're getting closer :)
