Is it even remotely feasible to use the kvm API to support the kqemu
codebase, such that one could use kqemu on a machine without VM
capabilities? Or am I missing something important here ;)

It's possible to implement kqemu-user in KVM. The problem is, I doubt
anyone is sufficiently compelled to do such a thing when any machine
that you buy today is VT/SVM capable (and kqemu-user is never going to
be even remotely as fast at VT/SVM).
