[PATCH 2/2] qemu-kvm: Detect availability of kvm_para.h

Will be required for upstream's KVM cpuid, so qemu-kvm will probably
morph towards conditional paravirt support as well, depending on
CONFIG_KVM_PARA. Make it available already.
