The module depends on KVM, so if that is a module, then you can only 
build the test as a module.  If you set CONFIG_KVM=y then you'll be able 
to build the fuzzer in.

The simplest kernel you can build is probably

   make defconfig
   set CONFIG_KVM=y
   set CONFIG_KVM_EMULATOR_TEST=y

Note there is no need to build kvm-intel or kvm-amd for that.
