Yes, when I reviewed the QEMU patches I missed this consequence of 
exposing the HZ.

Yup.  cputimer.c would just use a HZ value stored in CPUMIPSState 
(TIMER_FREQ for TCG) instead of hardcoding TIMER_FREQ I guess.
