It changes how often the calls are performed. They only depend on the state of
the origin and destination skb. Calling them more often (once for each frag)
serves no purpose.

I would not have sent it if I thought otherwise.

No, the second one is an optimization sent onto to net-next, which will be
4.16.
I split them to make the actual bugfix that needs to be backported to stable as
small and obvious as possible.
