BTW, that command d9oesn't work fine here:
[root@k12ltsp-server root]# tc -s -d qdisc filter ffff:
Command "filter" is unknown, try "tc qdisc help".
So let's just print:

[root@k12ltsp-server root]# /etc/init.d/eshaper start downlink
Applying tc rules:                                         [  OK  ]

(That command starts *only* ingress policies)
[root@k12ltsp-server root]# tc -s -d qdisc
qdisc ingress ffff: dev eth0 ----------------
 Sent 384 bytes 3 pkts (dropped 0, overlimits 0)
[root@k12ltsp-server root]#

Is this normal or expected?
