I don't why it all goes to default but -

This will never reach htb as input is for incoming to the shaping PC.

> htb rate 10kbit ceil 128kbit prio 5 quantum 1

Quantum should be > MTU (maybe MTU+14 for ethX).

I would try your new kernel and see if that helps.
