These definitions goes on /usr/src/linux/include/linux/if_ether.h end change
among kernel versions. Besides iproute2 code does not use ETH_P_ECHO anywhere.

On 2.2.x kernel it was
#define ETH_P_ECHO      0x0200          /* Ethernet Echo packet         */

On 2.4.x it is not defined. Instead we have
#define ETH_P_PUP       0x0200          /* Xerox PUP packet             */

As you can see things change!
