Well, then I'll advertise my rshaper, available from
	ftp://ar.linux.it/pub/rshaper
and also registered in freshmeat. It does one-way and two-way shaping,
for 2.4 and (with patch to network driver) for  2.2/2.0. No patch
required for 2.4, just insmod and rshapercfg.
