Well, yes and no. The problem is that 'working' or 'not-working' may be hard
to detect. The router may be up, but not connected to anything. The only
thing Linux can see is if the default gateway doesn't respond to ARPs
anymore, when it becomes a 'dead gateway'.
Your best bet is to run a script from cron that pings some remote hosts to
figure out which link is up, and set routes accordingly.
