You need to ensure that you are downloading from a server
capable of serving 8Mbits (most are not). 

In the continental USA I use gatekeeper.dec.com,
which is very lightly loaded (nobody remembers it these
days) and has at least an OC-3 connection.
I have seen 40Mbits/s via FTP from this machine.
