If any command that sets a "sfq" qdisc fails, and any other command works, this could be the problem. Or it could be some kind of syntax error, or reference to a non-existent "parent". Also remember that standard kernel version 2.4.19 doesn't have support for HTB, if this is what the script is trying to use.
