Hallo,
I tested the class selection path example of Traffic Control using tcng and 
HTB HOWTO.
why create tcc for
    htb () {
        ...
        class (rate 600kbps, ceil 600kbps) {
       ...
tc command:
    ...htb rate 75000bps ceil 75000bps

I think, it should 600 * 1000 or 600 * 1024 bps.
