Andi's c2/c3 blacklist patch alters the promote/demote
structures and the acpi_cstate_limit patch
lives within those bounds.
So we keep both for now and acpi_state_limit
will never break the blacklist.
Hopefully we'll figure out the problem with the
two c2/c3 blacklisted systems and delete them
and that workaround over time.
