Hi,
Modular C-state policy. And convert current algorithm to the framework.
This will make adding new policy easier.
PS. I sent out a separate patch to fix processor unload race condition
before
(http://sourceforge.net/mailarchive/forum.php?thread_id=8127690&forum_id=6102). Either that one or this one should be changed slightly to align with each other.

This patch actually hasn't any benefit. It just makes it easier to add
new C-state policy. Its C-sate algorithm is the same with current. The
purpose is to make C-state policy smoothly move to new one.

For convenience, we now just support adding one extra policy, as we
guess replacing C-state policy might not be popular. The limitation can
removed easily.
