Are you saying that there should also be PCI1._PRT with just one entry for 01:00.0? If that were the case there wouldn't be any need to derive the IRQ would there? Either way please look at the IO-APIC code. You'll see it's almost identical to the ACPI code and clearly one of them is wrong.
