I don't think the Tiger is currently supported by any PCI Hotplug
drivers, unless you are using one that was posted a long time ago by
Intel.  Is that what you are using?

Also, all in-kernel PCI Hotplug drivers are broken and can't handle
adding a new device right now due to some PCI API changes that happened
a number of kernels ago.  I'm still working on the fix, but if anyone
else wants to beat me to it... :)
