The problem is mentioned on http://www.thinkwiki.org/How_to_make_ACPI_work, it's a kernel bug. Yes, that is a machine specific parameter. Some time in the future, distributions will probably set it automatically, but there is no generic way to find out which resume parameters a machine needs, we can only build a database and use that. Most hardware needs the video to be reinitialised. s3_bios is one way of attempting to do that, and it works on some hardware.
