[PATCH v6 2/5] ACPI: Add CXL protocol error defines

Add CXL protocol error defines to include/actbl1.h to be used in
later commits.

I made a pull request for adding this support into
the acpica project that has already been merged [1],
Feel free to discard this commit and use the acpica
changes instead.
