Yes.
You can manually start another X session with startx e.g.
startx -- :1
If you want multiple X sessions to be started automatically, modify
the configuration of your display manager. For xdm, add additional
entries to /usr/lib/X11/xdm/Xservers (or /etc/X11/xdm/Xservers), e.g.:
:0 local /usr/X11R6/bin/X
:1 local /usr/X11R6/bin/X
Refer to the manual pages for the programs involved (startx, xdm, gdm
etc) for more details.

Yes. See /etc/X11/xdm/Xservers for where/how servers are started.
