How do I configure my RedHat AS 3.0 server (for example) to send syslog
messages to a remote server on a port other than 514?
I didn't see any reference to doing this in the man pages for
syslog.conf or syslogd.
Any assistance would be greatly appreciated.

Have you tried [1]syslog-ng ?
