Not sure what you mean by the "skip list", but there is an exclude list that you can put in your /etc/yum.conf. From the man page for yum.conf: exclude - List of packages to exclude from updates or installs. This should be a space separated list. Shell globs using wildcards (eg. * and ?) are allowed.
