That's because rsh is part of netkit

Try

ftp://ftp.linux.org.uk/pub/linux/Networking/netkit/netkit-rsh-0.17.tar.gz

Alternatively, use the SRPM.

I think (from memory) that SuSE _does_ have the rsh server daemon, but
they have in their infinite wisdom renamed it to something else
(surprise!)
