[PATCH mm-unstable v2 15/16] mm: powerpc: Introduce arch_mmap_hint()

Introduce powerpc arch_mmap_hint() and define HAVE_ARCH_MMAP_HINT.
This is a preparatory patch, no functional change is introduced.
