The following patches propose an implementation of project quota
support for ext4. A project is an aggregate of unrelated inodes
which might scatter in different directories. Inodes that belong
to the same project possess an identical identification i.e.
'project ID', just like every inode has its user/group
identification. The following patches add project quota as
supplement to the former uer/group quota types.

The semantics of ext4 project quota is consistent with XFS. Each
directory can have EXT4_INODE_PROJINHERIT flag set. When the
EXT4_INODE_PROJINHERIT flag of a parent directory is not set, a
newly created inode under that directory will have a default project
ID (i.e. 0). And its EXT4_INODE_PROJINHERIT flag is not set either.
When this flag is set on a directory, following rules will be kept:

1) The newly created inode under that directory will inherit both
the EXT4_INODE_PROJINHERIT flag and the project ID from its parent
directory.

2) Hard-linking a inode with different project ID into that directory
will fail with errno EXDEV.

3) Renaming a inode with different project ID into that directory
will fail with errno EXDEV. However, 'mv' command will detect this
failure and copy the renamed inode to a new inode in the directory.
Thus, this new inode will inherit both the project ID and
EXT4_INODE_PROJINHERIT flag.

4) If the project quota of that ID is being enforced, statfs() on
that directory will take the quotas as another upper limits along
with the capacity of the file system, i.e. the total block/inode
number will be the minimum of the quota limits and file system
capacity.

This patch adds support for a new quota type PRJQUOTA for project quota
enforcement. Also a new method get_projid() is added into dquot_operations
structure.

This patch adds a new internal field of ext4 inode to save project
identifier. Also a new flag EXT4_INODE_PROJINHERIT is added for
inheriting project ID from parent directory.

This patch adds mount options for enabling/disabling project quota
accounting and enforcement. A new specific inode is also used for
project quota accounting.

This patch adds FS_IOC_FSSETXATTR/FS_IOC_FSGETXATTR ioctl interface
support for ext4. The interface is kept consistent with
XFS_IOC_FSGETXATTR/XFS_IOC_FSGETXATTR.

The inode flags defined in uapi/linux/fs.h were migrated from
ext4.h. This patch changes the inode flag definitions in ext4.h
to VFS definitions to make the gaps between them clearer.

  I'm ok with the fact that you removed support for project quota files not
in system files. However why do you keep the PRJJQUOTA mount option then?
Quota tools are clever enough to query kernel for enabled quota without
checking for mount options these days. So they don't need the mount option
for anything. And kernel doesn't need the option for anything either
(usrquota and grpquota mount options are there only for quota in standard
files case).

To me it doesn't make sense to reserve this inode number if we aren't
going to use it for project quota.  I think it is just confusing for
developers that incorrectly think this is correct instead of checking
s_prj_quota_inum.

Yeah, I agree that this definition is confusing and it is not so useful since
it can be replaced by s_prj_quota_inum. I will removing this definition.
In my current patches for E2fsprogs, project quota still uses inode number
11. And if project quota feature is enabled, the s_first_ino will be set to
s_prj_quota_inum + 1. I hope this is a acceptable implementation.

It seems we need this restrictive permission. Otherwise the owner of the file
can change the project ID to any other project. That means, the owner can
walk around the quota limit whenever he/she wants. But I agree checking
permission twice is not good.

  Sorry for a late reply but I was catching up with stuff after a
conference and then got ill. So I agree that owner of a file can escape
project quota limit whenever he/she wants by setting project to something
else. Sadly that's how project quota has been originally designed and how
it works in XFS for years. So we should start with being compatible with
this behavior.

Konstantin has in his patches patch "fs: protected project id" which
creates a sysctl which controls whether or not owner is able to set
arbitrary project id. That is one way to improve the situation so that
project quotas are usable also in situations where setting project quotas
to any project by file owner is undesirable. Christoph also had an idea
that we could allow owner to set project to anything when current project
is unset (0). Once project is set, only CAP_SYS_ADMIN (maybe better
capability would be CAP_CHOWN actually) process can change it. We can
discuss how to change the current XFS model to suit new usecases but IMHO
we should start the way XFS is...

I've pushed the version 11 patches which still disallow the ownder of
a file to change its project ID. I will remove this limit in the
coming verion 12 patches.
