The UAPI generation does not need a kernel configuration.

Here only those headers which already exist in ethtool's uapi/ directory
are copied. As linux/typelimits.h is new, it is now missing.
Honestly, if a user fiddles with the internals of the UAPI headers like
this, it is on them to update their code if the internal structure
changes. In your case a simple 'touch uapi/linux/typelimits.h'
before running the script will be enough. Also internal.h now requires
an explicit inclusion of <limits.h>, as that is not satisfied by the
UAPI anymore.

With the previous commit adding common attribute support for
BPF_MAP_CREATE, users can now retrieve detailed error messages when map
creation fails via the log_buf field.
Introduce struct bpf_log_opts with the following fields:
log_buf, log_size, log_level, and log_true_size.
Extend bpf_map_create_opts with a new field log_opts, allowing users to
capture and inspect log messages on map creation failures.

Many BPF_MAP_CREATE validation failures currently return -EINVAL without
any explanation to userspace.
Plumb common syscall log attributes into map_create(), create a verifier
log from bpf_common_attr::log_buf/log_size/log_level, and report
map-creation failure reasons through that buffer.
This improves debuggability by allowing userspace to inspect why map
creation failed and read back log_true_size from common attributes.

BPF_BTF_LOAD can now provide log parameters through both union bpf_attr
and bpf_common_attr. Apply the same conflict and precedence rules as
prog_load:
- if both are provided and btf_log_buf/btf_log_size/btf_log_level match,
use them;
- if only one side provides a log buffer, use that one;
- if both provide log buffers but differ, return -EINVAL.

In the next commit, it will be able to report logs via extended common
attributes, which will report 'log_true_size' via the extended common
attributes meanwhile.
Therefore, refactor the way of 'btf_log_true_size' reporting in order to
report 'log_true_size' via the extended common attributes easily.

BPF_PROG_LOAD can now provide log parameters through both union bpf_attr
and struct bpf_common_attr. Define clear conflict and precedence rules:
- if both are provided and log_buf/log_size/log_level match, use them;
- if only one side provides a log buffer, use that one;
- if both provide log buffers but differ, return -EINVAL.

The next commit will add support for reporting logs via extended common
attributes, including 'log_true_size'.
To prepare for that, refactor the 'log_true_size' reporting logic by
introducing a new struct bpf_log_attr to encapsulate log-related behavior:
* bpf_prog_load_log_attr_init(): initialize the log fields, which will
support extended common attributes in the next commit.
* bpf_log_attr_finalize(): handle log finalization and write back
'log_true_size' to userspace.

This patch series builds upon the discussion in
"[PATCH bpf-next v4 0/4] bpf: Improve error reporting for freplace attachment failure" [1].
This patch series introduces support for *common attributes* in the BPF
syscall, providing a unified mechanism for passing shared metadata across
all BPF commands.
The initial set of common attributes includes:
1. 'log_buf': User-provided buffer for storing log output.
2. 'log_size': Size of the provided log buffer.
3. 'log_level': Verbosity level for logging.
4. 'log_true_size': The size of log reported by kernel.
With this extension, the BPF syscall will be able to return meaningful
error messages (e.g., failures of creating map), improving debuggability
and user experience.

Extend the BPF syscall to support a set of common attributes shared
across all BPF commands:
1. 'log_buf': User-provided buffer for storing logs.
2. 'log_size': Size of the log buffer.
3. 'log_level': Log verbosity level.
4. 'log_true_size': The size of log reported by kernel.
These common attributes are passed as the 4th argument to the BPF
syscall, with the 5th argument specifying the size of this structure.
To indicate the use of these common attributes from userspace, a new flag
'BPF_COMMON_ATTRS' ('1 << 16') is introduced. This flag is OR-ed into the
'cmd' field of the syscall.
When 'cmd & BPF_COMMON_ATTRS' is set, the kernel will copy the common
attributes from userspace into kernel space for use.

The selftests are just a canary in the coalmine. If we break a bunch of
selftests chances are we'll also break compilation of real applications
for people. Subjective, but I don't see a sufficient upside here to do
that.
FWIW the typelimits change broke compilation of ethtool, we'll see if
anyone "outside kernel community itself" complains.

Yes, the selftests don't build anymore after the uAPI changes.

This looks reasonable, but would only apply to future libc releases, no?
Adopting a new scheme for all types will be a larger undertaking. Today
'struct sockaddr' is the only type not using the current compatibility
mechanism. Could we first align 'struct sockaddr' as shown by the patch?
Whatever comes next can then build on a uniform base.

Yes.
Some of them get broken by the new 'struct sockaddr', but some others are
already broken just by the new transitive inclusion of libc-compat.h.
So any header starting to use the compatibility machinery may trigger breakage
in code including UAPI headers before libc header, even for completely new type
definitions which themselves would not conflict with libc.

I am not sure I understand. Some sort of libc will always be necessary.
And as the selftests are intended to exercise the low-level kernel APIs,
even those not supported by libc, the UAPI headers will also be necessary.
There is nolibc (tools/include/nolibc/) which is using the UAPI headers in
most cases, and aims to be compatible. And can be and already is used for
selftests, but it will be too limited for all of the networking selftests.
(Disclaimer: I am maintaining nolibc)
My goal is *not* to make the different headers less compatible on purpose.
But by removing the existing dependencies we can now enforce the checks in
CONFIG_UAPI_HEADER_TEST to prevent any new ones from creeping in. Therefore
preventing compatiblity issues in any new UAPI.

The only references in Debian Code Search outside the kernel are in
libexplain (which has a configure test for the presence of this header
and should be fine), lists of files, and lists of ioctls, e.g. in
strace, which do not include the header itself.
The only reference of note on GitHub (although I can't look past the
5th page of results) is in
https://github.com/sunfishcode/linux-raw-sys, which includes every
Linux header as part of its binding generation process, and has
already had to drop other headers as they were removed:
https://github.com/sunfishcode/linux-raw-sys/commit/a804ac01491f63c8ce879ef27254d27dfcf89ff2
The package ships a generated version of the bindings, so the header
is not needed by normal users.
If this commit is merged, I will send a pull request to remove
<linux/synclink.h> from the code.

https://github.com/jerome-pouiller/ioctl but recent versions
automatically generate the list of ioctls on every build.
Is this okay with you, or should I send a new version of the patch
with <linux/synclink.h> retained?

It is much better to reference IEEE 802.3, clause 22, section X.Y.Z.
The standard is free to download.
I do wounder where the 4K comment comes from. Did 100BASE-T4 introduce
the concept of jumbo packets?
