I would assume that this is what Hamo did:

$ ./scripts/get_maintainer.pl -f include/asm-generic/gpio.h 
Arnd Bergmann <arnd@arndb.de> (maintainer:GENERIC INCLUDE/A...)
linux-arch@vger.kernel.org (open list:GENERIC INCLUDE/A...)
