Allow architectures to create asm/asm-prototypes.h file that
provides C prototypes for exported asm functions, which enables
proper CRC versions to be generated for them.

Please consider this patch for upstream. Architecture implementation
patches can go via arch trees. We'll need some time to get architectures
patched and tested, so I don't see any reason to wait on this any longer.
Keep in mind, this patch does not impose any new constraints on
architecures in how they export their asm symbols.
