Select GENERIC_BUILTIN_DTB to use the generic rule to support built-in
DTB.

To keep consistency across architectures, this commit also renames
CONFIG_OPENRISC_BUILTIN_DTB_NAME to CONFIG_BUILTIN_DTB_NAME.
