[PATCH] clk: remove CONFIG_COMMON_CLK_DEBUG

Populate ${DEBUGS_MOUNT_POINT}/clk if CONFIG_DEBUG_FS is set. This
eliminates the extra (annoying) step of enabling the config option
manually.
