Commit "ARM: hisi: don't select SMP" introduced a kconfig warning:
warning: (ARCH_HI3xxx) selects HAVE_ARM_TWD which has unmet direct dependencies (SMP)

Fix HAVE_ARM_TWD to depend on SMP.
