This is true for all of the existing ARM users of ARCH_SPARSEMEM_ENABLE. Forcing ARCH_SPARSEMEM_DEFAULT=y if ARCH_SPARSEMEM_ENABLE=y prevents us from ever defaulting to FLATMEM, so we should remove this setting.
