I would prefer

	config HAVE_RUNTIME_PHYS_OFFSET
		bool

	config RUNTIME_PHYS_OFFSET
		depens on HAVE_RUNTIME_PHYS_OFFSET

	config ARCH_FOO
		select HAVE_RUNTIME_PHYS_OFFSET

for the usual reasons.
