In my case, CPUidle seems unlikely to be the cause - unfortunately all the msm8916 phones and tablets were released with a firmware that does not support PSCI. Therefore cpuidle is not working properly either. :( To be absolutely sure I have attempted to disable cpuidle by commenting out related parts in the device tree.
